 Zusammenfassung

Die Belastung des Raums durch hochfrequente elektromagnetische Felder des Mobilfunks und anderer Quellen verlangt zunehmend nach einer gezielten räumlichen Steuerung, ähnlich wie es bei den ebenfalls potenziell schädlichen Umwelteinwirkungen Luftschadstoffe oder Lärm bereits üblich ist. Weitgehend unbeachtet und kaum aufbereitet sind bisher die Möglichkeiten der räumlichen Gesamtplanung mit ihrem hohen Qualitätsanspruch an Umwelt und Gesundheit. Eine der Vorsorge verpflichtete Immissionsqualität für schutzbedürftige Raumnutzungen lässt sich damit auch für hochfrequente elektromagnetische Felder verbindlich festlegen.

Abstract

The exposure to high-frequency electromagnetic fields from mobile communications and other sources increasingly calls for control by spatial planning as it is common practice for the also potentially harmful environmental impacts of air pollutants or noise. Until now, the potentials and high standards concerning environment and health offered by spatial planning have hardly been applied in the context of mobile communications. The author concludes that it would be possible to apply precautionary standards for sensitive land-uses as concerns high-frequency electromagnetic fields.
