Zusammenfassung

Zunehmende Intensivierung oder Änderungen von Landnutzung bergen Potenzial für eine Zunahme von Nutzungskonflikten auf Grundlage der Ressource Land. Inwiefern gehen Nachhaltigkeitsstrategien darauf ein? Eine Delphi-Umfrage unter Entscheidungsträgern in Brandenburg und Schleswig-Holstein ließ auf hohe Ansprüche in der Berücksichtigung von Nachhaltigkeitsaspekten, aber auch auf große Unsicherheit im Umgang mit dem komplexen Thema Landnutzung schließen. Mögliche Ansätze für eine Integration von Landnutzung in die Nachhaltigkeitsstrategie bestehen darin, Raum für Aushandlungsprozesse zu schaffen, den Entscheidungsspielraum zu klären und bundeslandspezifische Lösungen zu fördern.

Abstract

Intensification or changes of land-uses might potentially increase land use conflicts. In what way do sustainability strategies respond to these conflicts? A Delphi survey was conducted among decision-makers in Brandenburg and Schleswig-Holstein and found high demands on the consideration of sustainability issues but also a great uncertainty as regards the complex issue of land-use. A possible way for the integration of land-use issues into the sustainability strategy would be to create room for social negotiation processes, to define the decision-making scope and to support solutions which are specific for individual federal states.
