Abstract

Based on experience with formal environmental impact assessment (EIA) in Slovenia the need for further improvement is highlighted. The discussion provided is aimed at contributing to improving the quality of impact evaluations with regards to two aspects; first, better development planning from the environmental protection and sustainability points of view, and second, from a permit process and related decision-making point of view. Recommendations relate to the enforcement of the ALARA principle (As Low As Reasonably Achievable) by allowing for liable and consistent treatment of alternatives at all planning levels (e.g. comparative evaluation of project alternatives should gain a stronger role in the environmental assessment), modification of the role of EIA in the permit procedure, monitoring success of the EIA procedure, and to the overall trustworthiness of EIA in Slovenia.

Zusammenfassung

Erfahrungen in Slowenien zeigen, dass die Umweltverträglichkeitsprüfung (UVP) verbessert werden sollte. Der Artikel möchte insbesondere dazu beitragen, zwei Qualitätsaspekte zu verbessern: erstens eine stärkere Berücksichtigung von Umwelt und Nachhaltigkeit und zweitens bessere Zulassungsverfahren und Enscheidungsprozesse. Es wird empfohlen das ALARA-Prinzip anzuwenden („As Low As Reasonably Achievable“ - Englisch für so niedrig wie vernünftigerweise erreichbar). Dazu sollen Alternativen auf allen Planungsebenen bewertet und verglichen werden. Die Rolle der UVP im Zulassungsverfahren soll verändert werden. Der Erfolg der UVP soll überwacht werden und die allgemeine Vertrauenswürdigkeit in die slowenische UVP soll gestärkt werden.
